Professional Certifications Obtainable
through Distance Learning and Online Training Programs
The Institute for Public-Private
Partnerships (IP3) and the Water Engineering Development Centre (WEDC) of
Loughborough University are pleased to announce that our professional
certifications (Certified Public-Private Partnership Specialist,
Certified Regulation Specialist, and Certified Utility Management
Specialist ) are now fully obtainable through distance learning and
online training programs offered by the two institutions.
Tommy White, Chief Executive
Officer of IP3, states, "Both IP3 and WEDC have been offering distance learning
and online courses for years now. We are excited and pleased that we have now
reached a 'critical mass' of program offerings that allows participants the
option of completing their entire certification program without ever leaving
their office or the comforts of home."

First Enrollees Complete the Certified
Public-Private Partnership Specialist Certification
Program
The Institute for Public-Private Partnerships, Inc. (IP3)
and the Water, Engineering and Development Centre (WEDC) of Loughborough
University are pleased to announce our first graduates of the jointly sponsored
Certified Public-Private Partnership Specialist
certification program:

Muloni Managing Director Uganda Electricity Distribution Company Ltd
(UEDCL) Kampala, Uganda
Mr. Godwin
Brocke Director Research, Statistics and Information
Management Ministry of Roads and Transport Accra, Ghana
Ms. Irene Muloni is an Electrical
Engineer with a Masters in Business Administration. Since April 2002, she has
been the Managing Director of the Uganda Electricity Distribution Company
Limited (UEDCL). Ms. Muloni's final Action Plan (part of the certification
requirements) focused on the performance monitoring of the new 20 year
Electricity Distribution System contract/concession that UEDCL entered into with Umeme Limited, a consortium between CDC
Globeleq of United Kingdom (56% shares) and Eskom Enterprises of South Africa
(44%). Ms. Muloni will have an important role in monitoring the new concession
agreement.
Ms. Muloni says of her certification experience, "Training
with IP3 was very enriching by learning new things and sharing real-life
worldwide experiences. Becoming certified is yet another milestone in my quest
to become an Internationally recognized PPP Specialist and to contribute
towards the betterment of society."
Mr. Godwin Brocke holds
a Masters of Engineering in Engineering Management from Cornell University. He
has served in various positions in the Ministry of Roads and Transport since
1984 where he is currently the Director of Research, Statistics and Information
Management. Mr. Brocke's final Action Plan focused on the development of a PPP
Unit within the Ministry of Roads and Transport. "The training on PPP has
enabled me to have a new perspective on how governments can effectively utilize
the capacities of the private sector to accelerate development and growth in
their economies," says Mr. Brocke.
Mr. Tommy White, CEO of IP3, states, "We are
very pleased to have these two outstanding individuals be our first 'graduates'
of the Certified Public-Private Partnership Specialist certification
program. We are particularly pleased to see two 'sectors' represented- energy
and roads/transport- as this illustrates the applications of PPPs to a variety

professional development."
To become a Certified Public-Private
Partnership Specialist, enrollees must earn 24.0 continuing
education units (CEUs) in intensive course work, take and pass a written essay
examination, and complete a strategic action plan.

Regulation Specialist Certification Program

Mr. Kaliisa has served as the Permanent
Secretary of the Ministry of Energy and Minerals since 1998. He is responsible
for overseeing the organization and operations of the Ministry as well as
advising the serving Minister on the role of the Ministry. In addition to these
roles within the Ministry, he also oversees operations of the Uganda
Electricity Board, Kilembe Mines Ltd, and Kasese Cobalt Company Limited. Before
serving in this role he was the Permanent Secretary of the Ministry of Natural
Resources. An engineer by training, Mr Kaliisa received his M.Sc. from the
University of Aberdeen in the United Kingdom.
Mr. Baker has
served as an Economist in the Electricity Regulatory Authority (ERA) since June
2002. Before then, he worked as an economist for over 10 years in the Uganda
Electricity Board, a company that was responsible for generation, transmission
and distribution of electricity in Uganda. An economist by training, Mr. Baker
holds a Bachelor of Science (Hons) in Economics from Makerere University,
Kampala, Uganda, and a Master of Science in National Development and Project
Planning from the University of Bradford in the United Kingdom.
Mr.
Kwesigabo is the Secretary and Legal Council to the Electricity Regulatory
Authority (ERA) since 2001. He is also an attorney with Kwesigabo, Bamwine
& Walubiri Advocates where he practices corporate law, trade and land
affairs. He has served previously as the Company Secretary for the Uganda
Telecom Limited and Corporate Secretary for the Uganda Posts &
Telecommunications Sector. He received his Masters of Law (LL.M) from Harvard
University in Cambridge, MA, and his Bachelors of Law (LL.B) from Makerere
University in Kampala.

First Participant Completes Regulation
Certification Program

Dr. Sebbowa has served as the Chief
Executive Officer of the Electricity Regulatory Authority (ERA) since 2001.
He is responsible for the overall
management and operations of the ERA and serves as the key link between the
commissioners and professional staff at the ERA and the many electricity sector
stakeholders firstly in Uganda and elsewhere. A professional engineer by
training, Dr Sebbowa received his Ph.D. and M.Sc. from Leeds University in the
United Kingdom.
Mr. Tommy White, CEO of IP3, states, "We are very
excited to have such an outstanding individual be the first person to complete
the regulation certification program. Dr. Sebbowa's dedication to developing a
comprehensive body of knowledge in the regulatory field is a testament to his
own keenness to enhance his knowledge and skills, as well as to enhance the

Dr. Sebbowa adds,
"Utility regulation is a complex activity requiring a varied but systematic set
of skills that must be imparted by competent and experienced professionals.
Regulation can no longer be on trial and error basis. That is why practioners
of regulation require formal skills development of the type provided by
IP3/WEDC. Their structured certification program is rigorous but quite
comprehensive. I strongly recommend it to all serious utility regulators. In
fact, I would say do not start regulation unless you have been through the
IP3/WEDC or an equivalent program." To become a Certified

Loughborough University Announce Joint Accredited Professional Certification
Programs The Institute for Public-Private
Partnerships, Inc. (IP3) and the Water, Engineering and Development Centre of
Loughborough University (WEDC/LU) announced today the offering of three
joint-accredited Professional Certification Programs in the following
disciplines:
- Public-Private Partnerships
- Regulation of Utilities
- Utilities Management
The international collaboration between
IP3, located in Washington, D.C., USA and WEDC/LU, located in Leicestershire,
UK, to create these Professional Certification Programs was born out of the
recognition that education and training plays a vital role in accelerating the
modernization and productivity of governments and utilities around the world.
The application of "best practices" in management and governance using
public-private partnerships, effective regulation, and improved utility
management is a central feature of efficient and sustainable economic
development. The goal of these landmark accredited Professional Certification
Programs is to create a world class standard in public-private partnership,
regulation, and utilities management and to provide participants who complete
the requirements of each certification with the technical and management tools
to effect change at the enterprise, sector, or policy-making level. By
completing the courses and earning the accredited credential, graduates will
continue to add prestige to the new standard year after year. Tommy
White, Chief Executive Officer of IP3 states, "The necessity of advancing
training in these three areas is critical as countries continue to adopt
reform-minded and commercial solutions to economic, social, and infrastructure
development problems. Our goal with each of the three Professional
Certification Programs is to provide structure and standards to the training

To receive certification, participants will be required to complete a
select number of training courses offered by IP3, WEDC/LU and third-party
education and training institutions; completion of a comprehensive Strategic
Action Plan; and the completion of a written examination. IP3 and WEDC/LU will
jointly administer each Certification Program, including admission standards
and requirements; the adoption and maintenance of quality standards expected
for adult education and training; and course selection guidance and counseling
for current and prospective participants. Complete information on all
