Training Provider Application
Procedures
Introduction
If you would like your training course(s) to be
considered for inclusion in the list of approved courses for a certification
program the Training
Provider Application Form must be completed and sent to IP3/WEDC/LU. There
are two parts to the application form: the completion of organization
information and the completion of course-specific information. Organization
information is a one-time submission, to be updated every two years.
Course-specific information is required for each submission of a new course for
consideration in each certification program area.
To obtain a professional certificate in one of the
certification fields, a participant must obtain 24.0 continuing education units
(CEUs)¹ of training, successfully complete an essay examination, and
complete a Strategic Action Plan. Please note that each certification program
will only accept from a participant up to the equivalent of 9.0 CEUs
from approved courses outside those courses offered by IP3 and
WEDC/LU.

fields of public-private partnerships, regulation, and utility management.
- Association with leading institutions in the
provision of training and education in the certification fields.
Course(s) Evaluation Procedure
Once a completed application form is received, the
Standards Monitoring Committee, as identified in the section on Standards, will
evaluate completed applications. All information submitted will be treated with
strict confidentiality. All decisions by the committee are final, and IP3 and
WEDC/LU are under no obligation to approve any course for inclusion in the
program and retains the right to accept and reject course submissions based on
the judgment of the Committee. IP3 and WEDC/LU reserve the right to limit the
number of courses available for each certification program. General evaluation
criteria used by the Committee include the following:
- Track record and reputation
of the institution in the provision of adult education and training
- Course relevance and
appropriateness to the subject of each certification program
- Timing and availability of
the course
- Complimentarily or
redundancy of the course with other already being offered as part of each
certification program
- Recommendations and
testimonials from alumni and prior clients
To maintain consistency in the evaluation process an
independent, third party professional specialist will review the process on an
annual basis.
Review processes and decisions will be made within 30
days of submission of the application form and applicants will be notified
directly.
Terms and Conditions
If your course(s) is approved, a Terms and Conditions
Statement must be signed by both parties. A sample document is provided with
the Training Provider Application Form.
Application Fee
A nominal application fee, which will be used to help
offset some of the administration costs of the certification programs, has been
waived for courses registered for 2003.

IP3 and WEDC/LU use the International Association for
Continuing Education and Training (IACET) definition of a Continuing
Education Unit (CEU). 10.0 hours of "contact" training is the equivalent of 1.0
earned CEU (for example, a one-week training course with six hours of "contact"
training per day would earn 3.0 CEUs). "Contact" is defined as classroom
sessions, professional site visits, session preparations (i.e. "homework"), and
